If they were doing the paperwork before he died then the process should continue. You ask what we should do with this illegal but the article indicates

The MSNBC article says "if an application is pending at the time of death, “then it’s not considered".
In other words, they will deport her even though her husband-to-be was awarded the highest honor by the coast guard in the accident that took his life before they were able to submit the papers.
